Article I. CLUB NAME
1. The name of this organization shall be the, Stafford Canary
Club of America (SCCA).
Article II. PURPOSE
1. The purpose of the SCCA shall be:
- (a) To promote the best interests of the Stafford canary
in the United States.
- (b) To maintain the accepted show standard and scale of
points and to encourage the membership to breed and exhibit birds to
standard.
- (c) To maintain the accepted show cage standard and
encourage the membership to use the style and fittings of the approved
show cage.
- (d) To provide a newsletter on a regular basis to all paid
members.
- (e) To provide patronage to local clubs and to the
National Show.
- (f) To promote the breeding and exhibiting of Stafford
canaries by means of publicity and the sale or exchange of rosettes or
prizes at local and/or national shows.
- (g) To adopt all rules and amendments to the Bylaws as
determined by the Executive Board.

- Article III. OFFICERS
1. The officers of the SCCA shall consist of a President, a
Vice-President, a Secretary, and a Treasurer.
2. All members in good standing are eligible to seek election
to office, and reelecting when their period of office expires.
3. The offices of the President, Vice-President, and
Secretary, shall be elected biannually (every two years in even numbered
years: 2006, 2008, 2010, etc.). The two-year term of these offices is from
the beginning of the membership year (Jan. 1) in an even-numbered year
until two years later at the end of the membership year (Dec. 31), when
the gavel shall be passed and new officers installed.
4. The Treasurer shall not be an elective office but shall be
appointed by the Executive Board, by a simple majority vote of the Board
members, for an indefinite term of office.
5. The President shall exercise general supervision over all
interests of the SCCA, appoint any special committees when necessary, and
fill all vacancies which might occur (that is not specified as the duty of
the Executive Board) by appointment and with a simple majority approval of
the Executive Board. The President shall also serve as Ex-officio Chairman
of the Executive Board.
6. The Vice-President shall be a member of the Executive Board
and assume the duties of the President in his/her absence or upon his/her
resignation, including Ex-officio Chairman of the Executive Board until
his/her term expires.
7. The Secretary shall be a member of the Executive Board;
conduct the correspondence for the SCCA, including recording and issuing
minutes pertaining to the Annual General Meeting; and keep all Board
members informed of official Board business through written record
keeping. A timely report should be sent to the Newsletter Editor for the
benefit of the general membership.
8. The Treasurer shall be a member of the Executive Board;
have charge of funds from dues and other monies; will keep and produce, if
called upon, an accurate financial record of all receipts and
expenditures; and shall prepare and issue an Annual Statement of Account
at the Annual General Meeting.
Article IV. EXECUTIVE BOARD
1. The Executive Board shall consist of the President
(Ex-officio Chairman), Vice-President, Secretary, and Treasurer and two
(2) other Member-at-Large, elected by mail ballot vote of the entire
membership before the Annual General Meeting in election years.
2. The Executive Board shall have the authority to conduct all
business for the SCCA as is necessary between the Annual General Meetings.
3. A member of the Executive Board may resign by giving
written notice to the President, the President may resign by giving
written notice to the Executive Board.
4. Vacant offices shall be filled as follows: the vacancy
shall be advertised in the next Newsletter, interested persons shall
notify the President, the President shall appoint an interested person to
fill the vacancy with simple majority approval of the Executive Board, the
term shall expire at the next Annual General Meeting. If the next Annual
General Meeting occurs in a non-election year (even years) a
"special" general election shall be held before that meeting by
mail ballot vote to the entire membership to fill this office for one
remaining year until the next scheduled general election, to be held
before the Annual General Meeting in the odd-numbered year. Resigning or
retiring officers shall deliver all properties belonging to the SCCA to
the SCCA Secretary within 30 days.
5. No official SCCA business shall be transacted by Executive
Board members unless a majority or (3) three of the Board members are
participating.
6. All decisions of the Executive Board shall be determined by
a simple majority vote of all members participating (must be at least (3)
three members). In the case of a tie the Chairman shall have the deciding
vote.
7. Official SCCA business transactions by the Executive Board,
including voting, may transpire through various communication means: Mail,
telephone, conference calls, faxes, E-mail, in person, &c. When the
SCCA Secretary is not participating, some other appointed Board member
shall keep a written account of business transactions and decisions by the
Board and forward these to the SCCA Secretary who shall then forward these
proceedings to all Board members.
8. The Executive Board shall only act upon complaints or
requests for intervention on contentious matters, if these are in writing
to the SCCA President, who shall, at his/her discretion, appoint a
committee to investigate the matter and report the findings to the
Executive Board for their decision.
9. The Executive Board shall have the authority in any
circumstances not covered by these rules.
10. The Executive Board shall ensure that all SCCA members are
kept informed of all official SCCA business and other pertinent matters
pertaining to the fancy through written communication in the form of a
Newsletter.
Article V. DUES
1. The members of the SCCA shall be those whose current dues
have been paid.
2. Dues are paid annually to the SCCA Treasurer, and will be
paid (1) by mail before the Annual General Meeting or (2) at the Annual
General Meeting Due's year is January 1 through December 31
3. Failure to pay dues or other fees required by these By-Laws
within (3) three months of the date due shall result in the automatic
suspension of membership for the delinquent individual. Officers so
delinquent, shall automatically vacate the office they hold.
4. The rates of dues shall be set at the Annual General
Meeting.
5. The Executive Board shall have the authority in any
circumstances in which it thinks such actions are justifiable to suspend,
refuse or cancel any said memberships.
6. A copy of these Bylaws shall be given to all new members
upon receipt of the first annual dues.
Article VI. ANNUAL GENERAL MEETING
1. The SCCA shall hold an Annual General Membership Meeting in
conjunction with the Annual Stafford Canary Club Show at the discretion of
the Executive Committee. The Annual General Meeting will consider the
following proceedings:
- (a) Executive Board reports of official SCCA business
transacted during the year.
- (b) Report of Annual Statement of Accounts.
- (c) Installation of officers, as necessary.
- (d) Determining the annual rate of dues.
- (e) Accepting motions to amend the Bylaws, which shall
then be put to an Executive Board vote, where a simple majority
rules.

- 2. The rules for procedure at the Annual General Meeting shall
be:

- (a) Reading of the minutes of the last meeting.
- (b) Reports of officers and committees.
- (c) Unfinished business.
- (d) New business.

- 3. Motions made for any Bylaw to be repealed, altered or a new
one adopted, at any SCCA Annual General Meeting, must be approved by a
majority vote of the Executive Board.

- Article VII. REGIONAL REPRESENTATIVES

- 1. Regional Representatives shall be appointed yearly by the
President. Their term of office shall be for one year or less, depending
on when appointed, to coincide with the due's year, January 1 to December
31. Members in good standing may have their appointment renewed each year
indefinitely, at the discretion of the President.

- 2. Regions shall be determined by the President to meet the
needs of the SCCA.

- 3. The Regional Representatives shall be responsible for
promoting the objectives of the SCCA as follows:

- (a) By distributing information to prospective
members.
- (b) By contacting local clubs regarding what the SCCA has to
offer.
- (c) By furnishing the SCCA Secretary with a Rosette
Report documenting the various award winners.
- (d) By acting as a liaison person between the SCCA and local
clubs.
- (e) By encouraging members to submit articles to the
Newsletter on activities or educational items related to the
fancy.

- Article VIII. THE STANDARD OF PERFECTION
1. The SCCA shall adopt the official judging standard and point
scale of the Stafford canary as defined by The Stafford Canary Club of
America.
2. The Stafford canary shall be exhibited on the show bench in
the "Type" Division until such time that its numbers are large
enough to support its own Division. The SCCA shall not support clubs or
shows choosing to place the Staffords in Divisions not referred to as
"Type", such as the "Color Bred" Division.
3. The SCCA shall adopt, where possible, the official
classifications delineated by The Stafford Canary Club of America. Other
classes may be added as needed, such as novice, champion, etc.
4. The SCCA shall adopt and promote the use of the standard
Stafford Show Cage, which was accepted in 2000.
